You have four sources right there that show that bullets can and do tumble when they pass through a human target. The principle of tumbling applies to all bullets to some degree.

I never said that was a source, I was simply explaining the concept. I suggest you find a source and use it on the main page. I also know that the civilian versions of the 5.7x28mm are classified by the ATF as being non-armor piercing. I do know that many LE organizations are hesitant to put them to use anywhere other than in SWAT teams specifically because of its effective penetration, since over-penetration is very possible with the government 5.7x28mm if the subject is not wearing body armor. Whether or not the government 5.7mm round would loose enough velocity/momentum to truly be effective after it exits a human body I do not know, though I wouldn't really be surprised either way. Some are actually meant to do this, and some are not).

This can happen with most small-caliber and some medium-caliber rounds (depending on the specific caliber, round, load, and what it passes through, of course. The round's spin is disrupted and it's velocity and momentum are reduced, causing it to "tumble" out of its original path. It's a similar concept, but this particular "tumbling" that they're referring to is what happens once a smaller round encounters resistance (such as a human body).
